The NJ Child Assault Prevention Project (CAP) is a statewide prevention program whose mission is to provide schools and communities with information and resources to reduce children’s vulnerability to assault. NJ CAP, a program of the Educational Information and Resource Center (EIRC) and the NJ Department of Children and Families, has trained over 2.5 million children and 300,000 parents and teachers since its inception in 1985. NJ CAP has 21 county offices with an additional office in the city of Newark and over 200 program facilitators.

Eligibility Criteria: Only state or federally funded licensed Preschool Facilities are eligible for this round of funding. This may include Headstarts, Abbott community childcare centers, those facilities who have voucher slots funded by the Division of Youth and Services (DYFS) and any facilities receiving state and federal funds (SSBG, Preschool Expansion, etc.).

Instructions: The Preschool Facility Administrator will complete the following application, review and sign implementation timelines and contract criteria, and return it to the CAP State Office by September 15, 2010.

Preschool Facilities applying for CAP funding are requested to provide 30% of the total cost of implementation.

Exceptions to this provision must be approved by the State CAP Office/EIRC. If your facility is eligible for urban aide funding or can document financial need and other related factors, the provision may be waived. Please attach documentation when requesting exemption from the 30% funding requirement.

Requesting Exemption from 30% funding requirement

CAP PRESCHOOL CRITERIA

The facility applying for the CAP Preschool Program will meet the following criteria:

  1. The facility will support the implementation of the CAP model according to the design of International CAP (ICAP), including:

    • Teacher Workshops – provide 1½-2 hours of continuous and uninterrupted time for teacher inservice.

    • Support Staff - (e.g. bus drivers, crossing guards, maintenance and kitchen staff) will be invited to participate in parent or staff workshops.

    • Parent Workshops - provide space to conduct a minimum of one, 1½-2 hour parent workshop.

    • Preschool Workshops - provide one hour on three consecutive days for the classroom workshop including Review Time. The school will allow the post workshop review to take place in the classroom. Children interested in participating in Review Time shall be permitted the time to attend.

    • Kindergarten Workshops - provide one hour on two consecutive days for classroom workshop including Review Time. The school will allow the post workshop review to take place in the classroom. Children interested in participating in Review Time shall be permitted the time to attend.

  2. All Preschool (3½ - 5 years old) and Kindergarten Classes within the contracting facility will participate.

  3. The facility will have Board approval (if applicable).

  4. The Preschool Facilities will be available for implementation during the time frame of October 1, 2010 and June 11, 2011.

  5. All Preschool Facilities will participate in a CAP evaluation process which will involve evaluations of the classroom workshop by classroom teacher and an exit interview with the Facility Administrator.

  6. After the CAP project has finished implementation, the facility administration will continue to encourage their students and parents to utilize CAP strategies in the classroom and in the community.

NJ CAP TIMELINES/DEADLINES

By June 11, 2010 - The CAP State Office will have sent out all Preschool Applications to all County CAP coordinators to be distributed to all interested Preschool Facilities within their counties.

By September 10, 2010 - All applicants will have reviewed the application with the County Coordinator, completed the application and sent it back to the CAP State Office.

By September 30, 2010 - All applicants will have been selected and notified of their grant awards. Contracts and purchase orders will follow.

By June 10, 2011 - All CAP Children’s Workshops will have been completed. Deadline extensions must be negotiated with the CAP State Office.
